Why these programs see more
CBP and TSA vet against federal and state systems with broad discretion — an old arrest with a messy disposition reads as risk even where it was legally resolved. State records feed these checks, so a Texas expunction (which deletes the state-side entries) removes the raw material most denials are built on.
